From December, ChatGPT Plus, Pro and Business plans will draw ChatGPT and Codex usage from one shared allowance measured in tokens, according to an OpenAI help center article updated on November 1.

What happened

OpenAI’s usage limits article says the change comes as the company brings the agentic capabilities of Work into the main ChatGPT experience. How much of the allowance a task uses will depend on the model chosen and the task, with more advanced models and complex tasks using more. Instant chat will not draw from the allowance. Users will see combined remaining usage and reset times under Settings, Usage, and at the limit they can wait for a reset, upgrade the plan or buy credits. OpenAI says it expects most users will not hit resets more often than they do now.

Why it matters

The article implies the two products keep separate limits until December. After the change, each user’s allowance covers both, so a developer who runs long Codex tasks on an advanced model has less left for ChatGPT before the next reset. The article lists Plus, Pro and Business, and does not name Enterprise or Edu plans.

What it means for IT and finance teams

Admins of Business workspaces should pull current Codex and ChatGPT usage per seat before December, decide who may buy credits, and set a rule for which model teams use by default. Credits turn heavy use into a cost on top of the seat price. Similar controls already exist elsewhere, such as Salesforce’s Agent Fabric spend limits and AWS’s per-session spend cap for agent payments.
